[23:25:05] <danderson> if a client with a high upload limit starts retrieving a torrent, will other clients notice that it can seed at higher rates, and start to prefer it when sending chunks out?

[23:26:04] <danderson> I'm looking at the wire protocol, and it doesn't seem to be enforced at that level. Do clients informally implement behavior like this?
